Having Issues getting Email option to show up on Activities Component on Lightning Page.

The option does with Classic Page Layout.

I have reviewed help and some tips posted to groups but no luck.

Basically these are the steps that I tried:

1 – Made sure email deliverability was turned on for the sandbox.  

2 – Made sure Send A Email was in Lightning Quick actions section on page layouts

3 – Made sure Email was included in Global Publisher Actions

4 - User Profile has permissions for Email.
