Does anyone know how I can add a custom "New Opportunity" action to a #Person Accounts layout in LEX? I can't figure it out for the life of me. I've created the action on the Account and Contact objects both, added it to the Lightning & Mobile layout in both page layouts, as well as on the Person Account page layout and it doesn't display at all on the Account. I'm totally baffled.

So, interesting topic... I'm at Dreamforce and attended a hands on this morning that added an action to the page layout. In order have it appear, we had to move it to the first slot on the page layout in order for it to appear. May not be the same issue, but thats how we solved it.
