Email Drafts in Lightning Cases

Our firm is in the final stages of shifting to Lightning, but we cannot seem to find the email draft functionality in Cases. Surely this is accessible somehow (either via Cases directly or via Service Console, or an indirect workaround)? How are other firms drafting emails and saving them?
