Actions are added to a layout and via the "Page layout assignment" set up you need to choose which layout a user sees based on their profile + record type. There isn't a way to do it just based on profile. In my research programmatic options are also bound by this rule. However, I think this will achieve what you are looking for, a way to show hide certain lightning actions based on profile + record type.
