Log a call button is not displaying in Lightning. It has been added to the Saelsforce1 and Lightning Experience Actions on the page layout. There is no activity record type, and the activity related lists are also on the page layout. Not sure what else to try. Any ideas?

Does the user profile have the new layout in its permissions?
After you update the page layout to use the button:
1. Click Page Layout Assignment.
2. Click Edit Assignment.
3. Select one or more Profiles.
4. For Page Layout To Use, select the layout you just edited.
5. Click Save.
