With Content deliveries, when a user is not logged into SFDC, we are finding they must login first and then click the link. Is there a way around this?

I suspect -- Most likely no as Content Deliveries provides back who is accessing the file. An alternative may be to "Share as a public link" but clicking on that link would simply download the file. I'm not sure if that's what you would want to do.
