Anyone know where I can choose which Actions show within the Activity component? In the linked screenshot it's section [2].

Yes, go to the object manager and the Page layout. There you need to add the Action you want to appear to the "Salesforce1 and Lightning Experience Actions " section. if it is an Activity action (like Task or Log a Call) it will appear in the Activities component as a Tab.
