Unable to complete the "Migrate Users with User Access Policies"

Error: In the policy's action, we can't find an action for granting the 'Tier_3_Support' group. 

It looks like the  Tier_3_Group_Setup user access policy was not applied. Make sure you've applied the policy and haven't automated it.
