A few of our users with Viewer site role are reasonably sure in the past they were able to create their own subscriptions and if I look at items under schedules that were setup this seems to be the case. I am unable to find anything solid in the documentation indicating that a viewer role that was able to export/download pdf permissions on a workbook would not be able to do this, the api guide references appropriate role/permissions and it has all been setup and enabled at the site level. The user with a viewer role can see the option and is able to do everything but select a schedule, the drop down llist is empty.
It works fine for the same user if I assign them an explorer role.
Currently on a Windows Server install running 2025.3.

that was a bug. you need to upgrade to at least 2025.3.6 maintenance release
