For a complex call - call that has two SA's linked together on a single WO - both are not moving together when reassigned on Gantt when a dispatcher uses drag and drop feature from one resource to another, or even to a different time on the gantt for the same resource... other orgs I have worked in didn't face this issue. If you move one SA, the second should also reassign to the same and stay linked

That feature is not available in SFS. It might have been there in ClickSoftware.
But if both service appointments are part of complex, then if you schedule one using Schdule button available ln gantt or make autoschdule flag tru on SA, then both service appointments will be schduled. Same goes for all service appointments if they are dependedn to each oteh either by time or resource.
