I want to set up an approval process that is triggered when non Admin users are trying to change the STAGENAME on specific TYPE of opportunities to any of the prior stages.

You have some different statuses in your current StageName Case function and your prior StageName Case function. To do a comparison by number, both lists of Stages need to be in the same order and contain the same Statuses.
