Sending a legal email to a large list (even those who've unsubscribed)

There's a question that came up for one of the organizations I work with about how to send an important email to a large list (over 20,000). This not a marketing email, but a required legal email so we need to make sure everyone recieves it, even those who might have unsubscribed in our Mailchimp. Are there companies or services that do this sort of thing? Any other ideas? I'd love to talk to someone who might have experience in this realm. Thanks!

    Not sure what functionality is available in Mailchimp, but typically with CAN-SPAM regulations you can send emails with 2 types of classifications. Commercial and Transactional. If it's Transactional, this could be a service message with no marketing material (no upselling etc), then the subscribers don't have to be opted-in to receive these types of comms and unsubscribe link is not required.
