You would go to Setup > Sharing Settings. From there, you can either change the org-wide defaults of the object to Public Read/Write or Public Read Only, if you want  everyone  to access these records, or you can create a sharing rule if you only want a specific subset of users to access them.

Hi Amnon,   we have a sharing setting for chat support agents but not for general users. How do i give the general users access to read the records?
