Twice I've had Pardot not send en email to the entire segmented list. This last time the list had 193 mailable contacts with a suppression list of 17 email addresses. My reprot came back that only 117 addresses were mailed to but I had an open rate of 109% with 128 unique opens.
I'm not sure why this is happening nor how to stop this happening.
