An internal server error has occurred-Error ID: 351506992-33408 (-1020602297)

Question

This error happens, when a user with profile Only User is trying to access the user detail page of admin user. To test I had given this user 'view all users' permission as well, but still he keeps getting this error. Please comment. Thanks in advance :)

This looks like a bug which has been logged and is scheduled to be fixed this coming Spring '18.
