"Best Answer" option becomes visible only in the Trailblazer Login which was used to post the Question.
As per my undertsanding these are two different Trailblazer Profiles i.e. different login, one has a Picture another one is without Picture.
If you Login with the Trailblzaer Id which was used to Post the Question, you can see Best Answer option.
