Mail Merge Button Not Visible for Community PLUS users

How do I get this button on my custom object for my Community PLUS users page layout?

FYI Salesforce Support confirmed this morning:

"I wanted to inform you that Mail merge button is not available for Community Plus users. I have checked the Profile permission “Manage Public Documents” which is not available on the Profile and hence you are not able to see the Mail Merge. James, I actually can SEE the mail merge button on my Salesforce user for the object I'm wanting to mail merge. However, when I login as my Community PLUS user I don't see it on that same object. So I'm confused why it's not showing/available and how do I enable it for my users. Any ideas?
