Resetting the view just causes the error again.
I have tried various different workbooks, from the most simple to the most complicated and they all have the same issue. I did find this KB article: Guest users experience "Unexpected Serv | Known Issues (salesforce.com) but our default site DOES have guest enabled. I also got the same error on a guest workbook on the default site.

This sounds like 2 separate issues but they look related to each other.
The first issue is the guest workbook usage - I'm not 100% sure what you mean by guest workbook, but I'm interpreting this as accessing a workbook using the guest account. This account is a special account that is for Tableau Server which allows multiple access to a visualisation and is generally used for web operations where you have made a viz publicly available, i.e. anybody on the internet can see it.
The data behind this product would of course be sanitised and cleared for public release yadda yadda.
I have found the best technique for delivering this data to Tableau Server is via Extract connection and saved as a packaged workbook - this ensures that the data package that serves the viz product is built into the package that is saved on Tableau Server. It has the limitation of usually needing to be manually updated, but this would likely integrate into the comment I made about sanitisation and clearing for public release - there are some governance processes that are put in place to save your rear end from being kicked is another way I'd describe it.
It sounds from your post that this is not the case in your circumstance, and why I suggested there might be 2 things going on. When a viz is first accessed it goes through an internal sequence in order to locate data - usually this is milliseconds but I'm thinking you might have a long initial load time ? This is because Tableau is attempting to connect to your data source, failing, and then reverting to its uploaded data source - this is common when you publish a live connection but as a .twbx (I don't know your scenario).
