I need help in creating a conditional filter with the values from one sheet applicable to another sheet in the dashboard. I have 4 values with a color legend. 

I want to create a filter with a static legend. On one sheet - I created an Excel list with 4 values and the other is my original document with data. want to be able to use the data from the excel doc to set up an action that can highlight any of the values in the original sheet.

So if I filter or hover down on any city or state - I want to still see a static legend.

If I want to see or hover over any of the values then highlighting the color legend with any of those colors should show any of the values in the 4 sections.

It looks like it is a conditional action filter. I need help in creating this. I added an excel doc and shared my TWB doc for you to view. Please let me know how I can do this.
