I have 8872 service no's( which have complete service No's and DC's Except date column ) and Dc's in PrTotalServices in this data set we have daily responded meters along with Interval Time stamp.
Case1: I need to show the status description (in legend) along with responded and not responded in two different colors (i.e responded in green and Not responded in red.)
Case2: in responded also i need to show again status description.
Please help with visual part.

For Case 1, here is a great blog on how to conditionally color text in a Tooltip.
I am not exactly sure what you are looking for in regards to Case 2.
Also admittedly I felt a little overwhelmed by the workbook you attached -- is it a requirement to use a pie chart? If not, I might choose a different type of visualization as typically would only use a pie chart if you have 3 or fewer slices of pie.
