2GP package registration failing with invalid_login

Hi everyone, 

I’m trying to register my 2GP Managed Package with LMA through Partner Console, but I keep getting: 

“Unable to connect to your org – invalid credentials or License Management App is not installed” 

The request returns 400 `invalid_login`. 

Login History shows: 

Other Apex API → Invalid Password → SOAP Internal/CrossInstance → API 64.0 

I already reset the password and security token, confirmed SOAP API login is enabled, LMA is installed, and Partner Console is connected to the correct Dev Hub/LMO. 

Still getting the same error. 

I’ve also opened a Salesforce Partner Support case, but haven’t received a technical response yet. 

Has anyone faced this issue or knows what could be causing it?
