I have created quick action buttons using LWC and apex and deployed in experience site. But when I opened the experience site in mobile the custom quick actions are not appearing in the site. I have used lightning__RecordAction in the targets as well.

The behavior you’re seeing is due to a Salesforce limitation: LWC-based Record Quick Actions are not supported in Experience Cloud when accessed via a mobile browser. The recommended work around is to :

• Add a custom LWC button
• Place it directly on the Experience Builder page
• Handle navigation / modal logic manually

In closing, I believe the main issue Experience Cloud + Mobile Browser is the unsupported scenario. I could not find any recent documentation that states this out right.
