We just experienced this issue with our dashboards. On Tableau Public, we made the setting to not allow the workbook to be downloaded. When embedding the code in our website and portals, users can now download the workbook. Its like something is overriding the code allowing anyone to download -- which isn't good.
Screen shots below both TP and settings and then on our website. This is a critical 911 since anyone can get all the data behind the workbook now.

Hi, I did two tests:
a. Tableau Public Page:
I can't download the workbook.
b. Testing Embedded Code:
I can't download it.
Probably, what happens here, is that you did not sign out of Tableau Public, and that's why you get the option to download it.
