How to add Non -Linear Approvers with Flow Orchestration

I have created new Approval process with record triggered flow on Opportunity. I would like to share Opportunity  for Approval to Multiple users at once . Users can approve at any time but record should get approved only when all steps users Approve the record. 

Problems 

1=>Step 1 .1 user is receiving email notification to Approve/reject the record but he is not able to see Approval record in work guide item.  

2=> Step 1.2 user is not receiving any email nor he/she is able to Approve or reject the record from work items.
