Posting permissions can be set from the channel details window, under the  Settings  tab.   Manage channel posting permissions | Slack

If you read the linked documentation, if you are on the Free or Pro plan you can only set that for the  #general https://trailhead.salesforce.com/trailblazer-community/topics/general  channel.
