Why can't i see "chat with customers" in the Sevice Setup area

We have the sales cloud licenses, but whats confusing is we can see a lot of the service setup features, just not the Chat with customers - see below.

If we need to get service licenses, does every one need a service license to use the chat with customers feature?

How does the licensing work?
