Manage Household Issue

For the most part manage households works, but there are some records in my org where pressing the button redirects to an edit page of the account and won't let me utilize the merge functionality. I can't seem to find anything that separates these accounts from the others. When I try to merge from an account that lets me use the button, the merge fails and I still end up with two separate accounts. Please help!
