Joined Report filters not working excluding filtered data

I am using a joined report and the second block's filters aren't working as expected. I am filtering for accounts where there is a specific person on the account's team. Instead of showing only accounts where she's on the team, it shows all accounts and leaves the "Full Name" field blank where she's not on that team. 

Any idea what I'm doing wrong? The first block of data is working as expected.
