We are trying to get our users in the habit of using the notes object. Is it possible to make notes required on the lead object? Would probably have to be status based so that we could still create "new" leads without a note, and could also be useful if they were not able to convert without a note.

My apologies! I was thinking of a text field in the Lead object where you could add a small note, not the Notes object. I believe you would have to create a trigger for this case, following the same logic to check the status, then check for an attachment.
Unfortunately I have no experience with implementing something similar to this, however I found this article that seems easily enough to accomplish the task. Hopefully someone with more Apex trigger experience can chime in, otherwise I see no reason why it shouldn't work!
