I can't deactivate or delete picklist values on the Opportunity, Account or Lead objects.
I have logged out and in, but no change...se vid below...

I have the same issue with Case object (Product picklist), all values. The problem exists on Chrome and Edge browsers. Firefox works fine.
The workaround suggested above worked for me in Chrome as well. Just remember about closing quotation mark after chrome.exe The correct example should be:
"~chrome.exe" --disable-features="SuppressDifferentOriginSubframeJSDialogs"
