Administrative Account creation not happening using New Contact (custom) quick action.

Administrative accounts are not being created and associated with New Contacts that are manually created from a New Contact quick action (native and custom) in Salesforce. Is there anything short of a process builder that I can do to make sure the Account is populated correctly with the HEDA administrative account? There have been issues arising recently due to the Account missing (such as reporting and owner reassignment). Thanks!
