We are a small Org with 3 users. We send email campaigns in sequences. Is there anyway to create sequencing in SF with a lightening license without Pardot which is well above our budget? At present we use replyify but looking for other solutions that can be better integrated into SF? Thanks.

Perhaps the best native method - if you use Leads? would be to create a flow or process builder (although over the next year it will be replaced by flow) that can send emails based on certain lead field values. And, if as people respond you adjust lead records, it pushes them along.
I suggest you read up on Flow, Process Builder, and Email Templates.
