I am at the point of creating the macro but I have no "Email" tab to select and add to the macro. The Case Comment and Close Case tabs are missing too.
Scratching my head how to add those tabs.

Did you ever find a solution?
what worked for me was "I solved this by moving the "Email" action into the Salesforce1 and Lightning Experience Actions area of the page layout. So that means I have two there "Send Email" (which as per above does not appear in the Case Feed) and "Email" which does appear (and supports Quick Text)" solution provdied by Richard Clarke - Artisan Consulting https://developer.salesforce.com/forums/?id=906F0000000AzbgIAC
