There is a User in our system who can't see any Leads whereas there is an another User having same Profile/Role/Territory/Permission Sets can see the Lead records.
What could be the reason for that?

It looks like there's somethign wrong there, since it says it's a read/write access due to a sharing rule, but even if it was, the rule only grants read access. Can you try to click on Recalculate on the sharing rule?
Also, what is the org wide settings on Leads?
