We are attempting to capture the probability on the opportunity when it is moved to closed lost OR closed won. The probability is a manual insertion on the opportunity.
The ultimate goal is to capture the expected revenue when the opportunity was moved to closed through the opportunity history report.
I understand a workflow rule would be applied but looking for a bit more guidance.

Thank you for answering my question! This makes complete sense, however, it doesn't seem to be firing. Could you take a look at my work? Did I miss something?
