Validation rule for only System Admin & Data Admins to edit Closed Won Opportunities

What would the Validation Rule be for System Admins & Data Admins to be only able to edit and change information on the Opportunity Page Layout once the Opportunity has been marked Closed Won or Closed Won Renewal?
