I have enable the offline setting for snap in live agent but we can't see the button for the offline.
Question, do we need to have a community or sites to use the offline settings? If not where can we check?

You don't need to have community to use the offline settings. Please double check your permissions and follow the steps listed here -- https://help.salesforce.com/articleView?id=snapins_chat_customize_offline_support_form.htm&type=5
