I'm looking for a flexible way to setup role, territory and sharing. With "flexible" I mean that I don't want a release with E2E testing every time there is a need change the role or territory hierarchy or whenever there comes a request for sharing outside of what has been setup. I receive more and more requests for sharing outside of what has been setup and I want to handle this in an as flexible as possible way.
We currently have sharing rules on role, territory and public group (not really consistent). I would think that consistently creating sharing rules on public groups will make the setup already a bit more flexible as it would only require for public groups to be updated (which you could potentially take out of the release)
Any other thoughts on how to this issue?

How you arrange your Roles will depend on the record access needs of each business unit. If each BU should be "private", then add those Roles to the root of your Role Hierarchy. (Although, usually there is a "See All Records" role at the very top for the SysAdmins, CEO, CFO, Executive team). That way, adding a BU is as simple as adding the users to the right role in that BU's part of the hierarchy.
