Yes. Professional Edition does not support custom Profiles or Permission Sets so everyone shares the same page layout.

Since Opportunities and Leads represent 2 very different types of data, it wouldn't even make sense to create the page layouts to look the same. Leads are people, Opportunities are Sales Cycles.

When you have a Lead that seems interesting to your company, you should immediately convert them to an Account and Contact, then create Opportunitiesa to represent the Sales Cycle you engage in with that person.

Thanks Chris,   I don't seem to be able to create a new layout page for "Leads", is this because I am using Salesforce Professional?
