Best Option For New User Account

my org has a business need for user who can create her own reports, dashboards, and export. Would a read-only user with system permissions for reports be my best option here?

Hi there, they would need a standard salesforce lisence. What you could do is clone the read only profile and add the required permissions for that user such as reports.
