How to unselect restrict picklist to the values defined in the value set

Can anyone help me out with this . I'm trying to uncheck the box but it is grayed out. How to unselect restrict picklist to the values defined in the value set

Based on this article if it was replyed from sandbox to production it will have the restrict picklist option grayed out.
