Example: create a custom field "Background" ; and when a User hovered over the field , a pop-up window would show text data that resides in an external system. Ideally , the field would have the same functionality in a lightning banner. Does this customization need to be VF?

Hey Erin. I can't think of any way to do this declaritively. I think you're correct, that this would require a Visualforce page. Using a VF page would allow you to create whatever kind of hover-over action you desire.
