I need to create a web-to-lead auto response rule that sends one email to new leads that submit a form and a different email to leads who have already submitted the form. Does anyone know the formula to do this?

Do they exists as Leads or Contacts or both?
when you say new vs existing customer, what is the definition of cutomer?
so you have a Lead with the same email address - should it be considered as new customer since the lead already exists in salesforce or new customer because the lead is not yet converted
In any case, you have to do the below
Create a checkbox and label the field as IsExistingCustomer?
Create a Apex Trigger, that will Query the exsiting Leads and existing contacts based on email address and if a match is found, the trigger will checkthe box to True
Now under your Lead auto Response rules
You have 2 entries and one of the Criteria is where the checkbox is true and the next criteria where checkbox is not checked.

stackexchange.salesforce.com and there is already code written for the exact scenario
