I'd reccomend a Chatter group that you add all your users to. Within the chatter group you can store files and post links to useful information. You can also embed links in the Description or Information section.
There is a process you can set up that will automatically add any newly created users to your chatter group moving forward.
Users will receive updates on anything added to the group (unless they disable email notifications) and changes will also appear on their Chatter feed. If you are using Lightning you can add the Chatter feed to the homepage.
