How to create a pop up warning if a user is going to use a duplicate PO number

Hi. On the order object, there must be a PO number for the order to be accepted. I'm looking to have a warning box or message pop up when the user enters a PO number in the PO Number field (text field as POs are not always numbers), moves the Order to a certain stage, and we find out the PO number has been used before. Is this possible without using developer skills? I had some feedback recommending to create that PO Number field as unique but it sounds like if I went this route, I wouldn't be able to have multiple PO number fields with the same information. At this point, I just want the alert to let the user know it's a duplicate. I don't want this to stop the order but just give the user a heads up this number has been used before in case they need to double check.
