Is there a way to force geocodes of contacts with only a city and state?

Contacts that have complete mailing addresses are getting geocoded properly, but I have a ton of contacts with just city and state and they don't get any lat/long. I'd like them to get a city-centroid geocode. For example, if the mailing address is just "San Francisco, CA", I'd like the geocode to be the center of San Francisco. The geocode accuracy field suggests that this is possible, but I don't see anything in the data integration rule about it.
