Ho do I fix a Deployment Validation Error - Duplicate Picklist values on a record type

Question

I built a fairly straightforward custom object to hold the values of an application form for a government program in a dev sandbox. When I am trying to deploy the object to prod I get this error "Duplicate picklist value:Yes_No - No".

I have checked every picklist value and none of them have duplicate values (the UI doesn't allow duplicate values. Anyone know where this error is manifesting itself and how to fix?

The sandbox is Spring 17 and the Prod is W'17
