Vanessa, if you make a template first, then go to mass email, you can send the same email to multiple people at once.
How many people do you have to send it to? Are you referring to like a newsletter type email? Salesforce is not really set up for large large newsletter/graphic mass emails. In those cases, you would probably want to check out the services such as iContact, Vertical Response etc.
