I would like to avoid giving them the Full license if possible.

Hi Val,
I believe you can only access reports, you can't create them with the Chatter Plus license. https://help.salesforce.com/apex/HTViewHelpDoc?id=limits_collaboration_chatter_plus.htm&language=en
