Do Time-Dependent Workflow Actions trigger upon creation?

Question

I am creating a Time-Dependent Workflow Actions for Contracts. I want to notify the contract owner by email X number of days before the contract is set to expire.

When I create the Workflow, will it "trigger" for all existing contracts that exist currently that meet the criteria.

Or (as I suspect)

Will existing contracts need to be edited before the workflow will trigger?

Hi Kirk,   Existing contracts need to be edited for the workflow to be triggered even if its a time based workflow rule.
